it shows my mouse pointer cannot reach the topmost context menu that get
clipped

SUMMARY
STEPS TO REPRODUCE
1. Open apps, in my case libre office writer
2. Choose format from menu bar
3. The topmost context menu get clipped by screen and my mouse pointer cannot
reach or scroll to that
OBSERVED RESULT
Topmost context menu getting clipped if it's too long and can not be accessed
by mouse pointer
EXPECTED RESULT
If it's getting clipped it should be able to be accessed by mouse pointer by
scrolling or whatever
