STEPS TO REPRODUCE
1. Enter Edit Mode and set panel height to 20px.
2. Exit Edit Mode and confirm the panel height is applied.
3. Reboot the system or log out.
OBSERVED RESULT
Panel height reverts to 32px after reboot or logout, regardless of previous
setting.
EXPECTED RESULT
Panel height should persist at the user-defined value (e.g., 20px) across
reboots and logouts.
