I find myself sometimes wanting to quickly adjust the volume of an app. I can
currently do this by hovering over the icon and then waiting for the popup and
adjusting the slider.

Likewise, I would like to see the option to use the mouse wheel (as you
currently can to:
- Cycles through all tasks
- Cycles through that task's windows

So one could simply hover over their app, whether it is a game, video playing,
or anything else that makes sound, and adjust the volume quickly.

In addition to this, to know how much the volume is changing and where it is
now at, we could use the on-screen display (similar to when the user changes
the global volume.

This would show the application icon and title, and show the volume as the user
scrolls on the taskbar icon.
