Because the sonnet settings module is part of sonnet, a KDE tier one framework, thus cannot use KDE i18n framework, there is a QTranslator loader to convert Gettext .po files into Qt Translation .pm files. The said loader also determine the language precedence. The bug is in https://api.kde.org/ecm/module/ECMPoQmTools.html, the generated loader produces language list like below.
