SUMMARY

When a new window is created, it's normally raised above all pre-existing
windows. However, since the 6.5.0 update, some windows (but not all, I don't
know which ones) are created below pre-existing windows.

It happens for example with Firefox or Chromium, when a new windows is opened
with Ctrl-n. The new browser window is always opened below the existing window.

I also happens with konsole, but only when the new konsole is opened by typing
"konsole" in the existing konsole.

STEPS TO REPRODUCE

1. Open Firefox or Chromium
2. Press Ctrl-n to open a new window

OBSERVED RESULT

The new window opens below the existing window.

EXPECTED RESULT

The new window should be raised above the existing one, like it did before KDE
6.5.0.
