STEPS TO REPRODUCE
1. I have 3 layouts (US English, Russian, Ukrainian).
2. Main layouts limit is set to 2.
OBSERVED RESULT
Context menu key switches between US English, Russian, Ukrainian, then back to
US English.
EXPECTED RESULT
Context menu key switches between US English, Russian, then back to US English.

The bug is only on Plasma Wayland. Plasma X11 works as expected.
