SUMMARY
Desktop Folder settings Layout shows "Folder View" but it behaves as "Desktop",
I have to switch it to Desktop and back to "Folder View" to behave
I have a multi-monitor system (3 total) and this only happens on the two
secondary screens (main is fine) every reboot
STEPS TO REPRODUCE
1. can't move icons or do much in the desktop as it's not in "Folder View" but
in Desktop (even though it shows "Folder View"
2. Change it to "Desktop" (apply now) and back to "Folder View" (apply now)
3. After that I can move icons to the screen, select stuff in that screen, etc
