Adding my reproduction, which I believe is the same issue, but with different
steps.

STEPS TO REPRODUCE
0. Have default settings of:
  - set `Show magnifier:` to `While holding Shift`
  - set `When launching Spectacle:` to `Take rectangular screenshot` (and
`While spectacle is running` `Press screenshot key to:` `Take a new
screenshot`)
  - default keybinds of `Launch Spectacle` to `Print` for Global and
`Meta+Shift+S` for Global Alternate
1. Do not touch your mouse during reproduction, not even 1 px movement
2. Press Print Screen to open Spectacle (and its screenshot-taking UI)
3. Everything is okay
4. Dismiss it
5. *Press Ctrl+Shift+S* (WITHOUT moving the mouse)
6. The screenshot UI opens and the magnifier is shown, despite NOT holding the
Shift button (we just clicked and immediately released the key combination)
(NOTE: reproduction ratio is not 100%, sometimes it shows up, sometimes blinks,
sometimes won't show)
7. As for OP: pressing and releasing Shift right now will not hide this
magnifier UI
8. Move mouse by 1 px
9. The magnifier disappears and can now be used normally again

In other words, pressing Ctrl+Shift+S to start making a screenshot probably has
its "Shift" trigger the magnifier UI show-up, which lingers in this broken
state until mouse cursor is moved to make it disappear, and it's immune to
actual Shift key presses before disappearing.
