That's the big downside of such distros - stuff is frozen for a long time between releases. (There are many upsides, too, depending on your use case). It looks like the current Ubuntu release (25.10, Questing Quokka) has libssh 0.11.x, and also 25.04, Plucky Puffin, comes with libssh 0.11.x.
