SUMMARY
If I select a folder (by mouse or keyboard) and use the context menu to create
a folder, it is created in the selected folder as expected.
The context menu indicates that ctrl+shift+n is the keyboard shortcut for this
action.
Previously, this was also possible by clicking the 'Create Folder' toolbar
button.
If I select a folder and use the keyboard shortcut or toolbar button to create
a folder, it is created in the view directory, and the selection is ignored.

Consistent behaviour and labelling, selection is respected.
