Same issue for me.

Versions:
KDE Connect (Android): 1.34.4
KDE Connect (Fedora RPMs): 25.08.2

Additionally to the observed result from the report, this also happens:
Already paired devices do not connect automatically to each other while being
to the same network (OpenVPN network with client-to-client connections
allowed).
Sometimes they do connect when I manually click refresh in both the KDE Connect
Android app and on the other device (my desktop PC running Fedora/KDE), but
that does not always work. And when the connection gets lost, it also does not
reconnect.
I have also tried using LAN/WiFi to connect my phone to my desktop (and
completely disabling my OpenVPN setup, to ensure that is not the cause of the
connection problems), but then the same issue still appears.

My configuration:
All the devices that connect with my Android phone have this problem.
I have added all my devices by IP (actually hostname) like this:
* <phone hostname>
* <phone hostname>.local
* <desktop hostname>
* <desktop hostname>.local
* etc.

The MDNS setting was turned off (with message that it is being reprecated and I
should report a bug if I KDE Connect only works when the setting is enabled).
I enabled the MDNS setting, and all connections went away immediately. All
devices now connect again to each other. Both on LAN/WiFi and using my OpenVPN
setup.
