I'm not able to reproduce this on Plasma 6.5.3. After adding a new "Sticky Note" to the desktop, it's yellow. Can you still reproduce this on Plasma 6.5.3 or later? If you can reproduce this on 6.5.3 Can you also confirm this is the "Sticky Note" widget, to make sure I'm looking at the same thing you are?
