STEPS TO REPRODUCE
Interact with "Enable notification sounds" in "Sound".

OBSERVED RESULT
It's not there, you will have to go to "Themes and colors > System sounds" to
find this setting.

EXPECTED RESULT
This setting should be also present in "Sound".

ADDITIONAL INFORMATION
And yes, it's different from the setting with the same name in "Sound", because
the one on Themes and colors is actually "Enable system sounds".
You can compare their differences by pressing Shift+Del on a file to open the
confirmation pop up which plays a sound.
