That's why I suggest kernel Bugzilla. You'll get an explicit closure reason
there, insofar as the report is well-formed. If you can prove that this affects
users across distributions, they're usually receptive, from my experience.

If you can empirically prove that the bug is in upstream source, how you build
it doesn't matter. The closer to upstream, the better, however. They just want
actionable information.
