Yes, because plasma-workspace (since https://bugs.kde.org/show_bug.cgi?id=511131) initializes the containment for the screen without icons (in your case) as first, so icons go there temporarily, next plasma-workspace initializes another containment for another screen, so icons are moved to their correct position.
