STEPS TO REPRODUCE
1. right click on desktop and choose to view icons in rows
2. folder view displays icons in columns
3. right click on desktop and choose to view icons in colums
4. folder view displays icons in rows
OBSERVED RESULT
folder view reverses the layout
EXPECTED RESULT
to have the right disposition
