SUMMARY
If you hover over an app icon you see a preview/name after a delay. However
when you then hover to another app icon sometimes this preview appears
immediately and sometimes you have to wait for the delay again. This makes the
system feel sluggish.

I think it should always appear immediately. This happens for example with
icons in the system tray. If you hover over one and move to another, the next
preview immediately appears.


STEPS TO REPRODUCE
1. Hover over an app icon in the task manager
2. Wait for the preview to appear
3. Hover over the next icon in the task manager

OBSERVED RESULT
Sometimes the next preview appears immediately. Sometimes you have to wait
again

EXPECTED RESULT
It always appears immediately

It happens regardless whether have window previews enabled or not.

If found this bug (https://bugs.kde.org/show_bug.cgi?id=483390) that is
similar, but that one is about disappearing previews.
