There’s an ongoing effort to improve this: https://invent.kde.org/plasma/kwin/-/issues/186 and https://invent.kde.org/plasma/kwin/-/merge_requests/7952 Plasma 6.5 and 6.6 improve this situation a lot, but I believe Kubuntu 25.10 ships 6.4 out of the box so it doesn’t have much “focus stealing prevention” yet.
