I'm not sure if this is the proper way to test what you're saying, but on Desktop 2, I opened a test application B, then, very quickly, I launched the app that's stealing focus (we'll call it application A) from the application launcher, very quickly clicked application B to give it focus, then swapped desktops to desktop 1.
