Recording of the bug. the green area represents the absence of a monitor

SUMMARY
When creating a new panel or setting a new position for a panel, on a different
monitor, the actual position of the panel is inconsistent with where it is
supposed to be.


STEPS TO REPRODUCE
1.  create a new panel on a multi-monitor setup where the new default position
of the panel is not on an edge of the whole setup

OR
1.  edit the position of a panel
2.  set it to a different monitor where the new position is not on an edge of
the whole setup

OBSERVED RESULT
The panel is positioned on an edge of the whole setup

EXPECTED RESULT
The panel is positioned on the edge of the monitor where I clicked

ADDITIONAL INFORMATION
I have recorded the bug and have added it as an attachment.
I believe this is a bug and if this is intended behavior it is poorly
communicated and should in my opinion not even be that way.
