SUMMARY
icons are missing on neochat for windows. latest master as obtained from
https://cdn.kde.org/ci-builds/network/neochat/master/windows/
STEPS TO REPRODUCE
1. download the latest master version of neochat for windows.
2. you don't even have to log in for this one, even account selection has this
3. observe for example the neochat icon being a generic paper icon
OBSERVED RESULT
all of the icons are missing, and are replaced with generic paper icons, making
it so guesswork is required to press the correct buttons.
EXPECTED RESULT
all of the icons should be visible, which they aren't
