Well, yes, but I want it to be
scroll on empty area -> scrolls though all windows
scroll on an application -> scrolls through that application windows

It was like that until 6.4, so if not a bug, it's a regression for me

So yeah, both behaviors. I can try making a PR, I am thinking of something like
this in the ui

Scrolling on an application + dropdown [does nothing, scrolls all tasks,
scrolls hovered application windows] + skip minimized checkbox
Scrolling on an empty area + drowpdown [does nothing, scrolls all tasks,
scrolls active application windows] + skip minimized checkbox

What is the proper place to discuss this?
