Generally speaking, search first, since something similar may have been reported. Then, if you're not sure if it's a bug, a discussion forum is a good place to start. Once you're reasonably sure it's a bug, and it hasn't been reported yet, and ideally you know how to reproduce it (otherwise the devs can't do much about it), then go ahead and submit a bug.
