Okay, after you unplugged the monitor, KWin does
1. a test with eDP-1 turned off, with ALLOW_MODESET (passes)
2. a test with eDP-1 turned off, without ALLOW_MODESET (fails)
3. a test with eDP-1 turned on, with ALLOW_MODESET (passes)
4. a test with eDP-1 turned on, without ALLOW_MODESET (fails)

KWin only does tests with a display both off and on if the display is in power
saving mode / dpms off, so that's definitely what's happening here.
While the screen isn't turning on, please ssh into the system and get the
output of
> WAYLAND_DISPLAY=wayland-0 kscreen-doctor --dpms show
Running
> WAYLAND_DISPLAY=wayland-0 kscreen-doctor --dpms on
afterwards *should* also turn the screen on again.

Either way, there's a very good chance this is fixed in Plasma 6.6, as the dpms
handling isn't per display anymore, and a lot more robust in general.
