STEPS TO REPRODUCE
1. Press the Super or Meta key.
2. Press the Left Arrow key.
3. Now press the Down Arrow key to go to the apps, then press the Enter key to
launch the app/focus on its window.
OBSERVED RESULT
Steps 2 and 3 are impossible.
EXPECTED RESULT
Steps 2 and 3 should be possible, so users can interact with the Panel by just
using the keyboard.
