I am also experiencing this. GPU usage when zoom is moving is similar to when
dragging around a window, and increases when more windows are active,
indicating that the zoom effect is unnecessarily causing every active window to
be redrawn. With only the desktop open, GPU usage increases to ~40-50% when
only moving the cursor, with 5 firefox windows open this increases to 93-98%,
or with 8 new Konsole windows it increases to ~93%. (Plasma 6.5.4, Wayland,
Arch Linux, Intel Celeron 3855U with HD 510 iGPU)

No redrawing of windows should be necessary, as as far as i am aware the screen
texture that the zoom effect reads from does not change depending on zoom level
or position.
