On what hardware did you see that?
As I have never seen such a thing.
Though the Wi-Fi card in my laptop has a problem, probably coming from its
firmware and it doesn't display the connection speed properly.
Plasma's network connection applet shows:
Connection speed: 0 B/s
And you command shows:
CAPABILITIES.SPEED:                     unknown
So, I think that when the speed is reported as 'unknown' it should be displayed
in Plasma's network applet as 'unknown' instead of 0 B/s as it's definitely not
0 as I'm using that connection and speedtest.net shows about 300 Mb/s down and
up.
The network adapter of my laptop is this:
