I can reproduce the issue here locally. Though I have a feeling like that is exactly how the "Stroke" style is expected to work: it considers the entire half-transparent border as a "border" and tries to cover it with the stroke. That is how it makes sure that the actual antialias data doesn't peer from under the layer itself. Could you check how other ASL compatible software handles this issue? You can basically create a rectangle, half of which is fully opaque and half is semi-transparent.
