Yes, krita-5.3.0-prealpha-d89eca21ea-x86_64.AppImage produces a vector layer
after Merge with Layer Below and with Merge Selected Layers.
I tested with from 2 to 4 vector layers.

Merge Group still gives a Paint Layer.
