SUMMARY
When a live wallpaper (GIF) is set as lock screen, it play only when no
application is maximized.
STEPS TO REPRODUCE
1. Set live wallpaper as lock screen
2. Maximize an app
3. Lock the screen
OBSERVED RESULT
Live wallpaper not moving
EXPECTED RESULT
Live wallpaper moving

Operating System: CachyOS Linux
KDE Plasma Version: 6.5.5

ADDITIONAL INFORMATION
I have tested this on single machine, multiple wallpapers, with also lts
kernel.
