This should already be possible, but maybe not in certain contexts. Using
numbered steps, how exactly are you capturing and annotating?

With the following workflows, you should be able to skip the step of needing to
click the arrow tool after taking a rectangular screenshot.

Workflow 1:
1. Select the area (or don't if you want to capture everything).
2. Select the arrow tool and do the annotation you wanted.
3. Accept/save/copy/share the screenshot, regardless of whether it's by using
the keyboard, double clicking the selected region or pressing the toolbar
buttons.

This workflow avoids needing to annotate after accepting the region to capture.

Workflow 2:
1. Select the area (or don't if you want to capture everything).
2. Select the arrow tool.
3. Accept the screenshot (press Enter, double click the region or click the
button).
4. Click Edit... in the viewer UI toolbar to start annotating and the arrow
tool will already be selected.

This workflow is only available if you aren't using the dedicated rectangle
capture shortcut (Meta+Shift+PrintScreen) and aren't using the --background or
-b command line options.
