STEPS TO REPRODUCE
Require info from a dev and mark the bug as "WaitingForInfo".
OBSERVED RESULT
The bug reporter can get their valid report shelved as "WorksForMe" due to the
dev not responding for 30 days.
EXPECTED RESULT
The 30 days timer should only apply when users are required for information,
not devs.
