SUMMARY
Impossible to pair any Bluetooth device
STEPS TO REPRODUCE
1. Open System Settings >> Bluetooth
2. Activate Bluetooth
3. Choose "Pair Device"
4. Activate pairing mode on the device to be paired
5. The device shows up in the window "Add Bluetooth Device"
6. Select the device, hit "Next"
OBSERVED RESULT
7. The message "Connecting to 'device ... '" shows up for a while
8. Next message "The setup of 'device ... ' has failed"
EXPECTED RESULT
The Bluetooth device should pair after a few seconds as it did in the past.

ADDITIONAL INFORMATION
This strange behaviour is quite new. I update my system every Sunday. About two
weeks ago, I was able to send files via Bluetooth from the desktop computer to
Android smartphones. Now this does not work anymore. For me, this bug came in
very recently.
I was able to pair using `bluetoothctl` but no connection is established. It
jumps between "connected" and "disconnected".
As you can see from the attached video the status in "Bluetooth - System
Settings" the "Enabled" slider jumps back and fro.
