Due to the long time without a resolution and the fact that the application was consistently broken through the PPA/official repos for that distribution, I ended up migrating my entire workflow to Ubuntu Studio LTS. While I am no longer on Neon to test the latest specific patches there, the issue was a deciding factor in my system change, as KOrganizer is vital for my professional routine as a photographer and designer.
