Obviously. Yes. And kde desktop frame times should not strongly fluctuate by
default I would think. Previously I thought that only fullscreen apps allow it
to even start VRR'ing. However this doesn't seem to be the case anymore. Just a
plain solo windowed KDE settings app is just flickering with vrr enabled...
