Yes, I can reproduce but I am sure this is intended behavior as it helps dragging clips up or down in scenarios where not all tracks fit the height of the timeline. I understand that it is disturbing when dragging clips from the bin when the target track is clearly visible and suddenly scrolls out of view as the dragged clip crosses that zone where the timeline starts to scroll. I am not sure whether the direction of the dragging action can be detected and in case of it going down while in the upper zone is ignored.
