Issue in Plasma 6.5.5

STEPS TO REPRODUCE
1. Look for themes to download.
2. Hold the scrollbar down.

OBSERVED RESULT
When the user gets near the end, more content load, the scrollbar changes size,
BUT unbeknownst to the user, it will skip to where it was previously being held
at (unless you stop holding the scrollbar frame-perfectly the exact moment more
content is loaded and the scrollbar changes size).

EXPECTED RESULT
The most elegant way of handling this issue is to automatically add a page
marker to where the scrollbar was before it reduced in size and warped to catch
up with the user's pointer position.
