SUMMARY
I have my OS language set to Arabic, I changed Konsole language to English
which forced RTL and and causes mixed language between Arabic and English in
some settings.
STEPS TO REPRODUCE
1. Click on burger icon
2. Configure Language...
3. Change Primary language to US English (en_us)
OBSERVED RESULT
the toolbar, layout is RTL and some settings are in Arabic.
EXPECTED RESULT
like older version, this didn't happen.

ADDITIONAL INFORMATION
I typed `LANG=en_US.UTF-8 konsole` in terminal and it looked like it was in
older version when setting primary language to US English when OS is in Arabic.
