This happens to me as well. Codex + GPT-5.2 managed to restore functioning
without restarting GUI apps by running

qdbus org.freedesktop.ScreenSaver /ScreenSaver
org.freedesktop.ScreenSaver.SimulateUserActivity

Relevant journal excerpt:

I have a user service reacting to ScreenSaver ActiveChanged synchronously that
starts/stops background recording services and restarts input-remapper. That
takes some time (up to 20 seconds), so maybe it holds DBus for too long? Even
so, KWin/kscreenlocker should handle transient client/EGL failures without
leaving input blocked; the recovery above suggests an internal stuck state.
