I put an image of both the working filter (blur as an example) and the not
working NTSC filter.

SUMMARY
A little bit ago, the NTSC filter was added for VHS like effect thanks to
frei0r.
However, it will not work with the rotoscope. It applies to the entire clip and
ignore the roto mask apply filter.


STEPS TO REPRODUCE
1.  Add a clip
2.  Add the roto
3.  Use the roto to make an area
4. Add the NTSC filter
5. Add the "mask apply" filter.

OBSERVED RESULT
The entire clip boundaries is applied


EXPECTED RESULT
Only the rotoscoped area applies the effect

OPERATING SYSTEMS
I tested this with just kubuntu so far, it happens with both the AppImage and
flatpak versions.
