Pushed by vladz into branch 'master'. shell: Restore setPosition() in PanelView Popups (that are not placed using semantic positioning hints) still require somewhat reasonable global coordinates because plasmashell sets the QT_WAYLAND_DISABLE_FIXED_POSITIONS environment variable.
