STEPS TO REPRODUCE
1. Have something playing on your browser, music, video, a livestream, or a
video conference.
2. Open a video that has audio without producing any sound.
OBSERVED RESULT
You can't avoid audio playing for a few seconds before you mute, unless you
want the extra steps of opening the media player app, muting, closing, going to
the video file and opening it again.
EXPECTED RESULT
Plasma should offer the option to start playing videos muted, ideally right on
the context bar.
