I could be wrong but I'm pretty sure when you disable the raise max volume
option, the volume would get capped to 100%, so it returning to anything higher
would be unexpected and perhaps indicative of some kind of a bug (that being
said, the video you included with the bug report does not actually show that,
so I'm not sure what the complaint is here).

As a side note, in my humble opinion, if some stream is too quiet, you should
run EasyEffects and enable its Autogain plugin instead of temporarily raising
the device volume. Personally I run Autogain at all times with the only change
from EE defaults being setting the Silence to -50.00 dB to prevent excessive
amplification after a quiet section.

The only use case I see for raising the max volume is for cases where a laptop
comes with tin cans for speakers and 100% just isn't enough, in which case
you'd likely just permanently run it at like 120%.
