SUMMARY
When reconnecting the tablet device USB, the tablet pen stops "working" -
Moving the pen around still responds, but it cannot be used to click or
interact.
STEPS TO REPRODUCE
1. Have a digital drawing tablet plugged in on boot
2. Observe how tablet pen works as expected
3. Unplug the tablet USB
4. Plug it back in
OBSERVED RESULT
Tablet cursor can no longer click or interact with items
EXPECTED RESULT
The tablet cursor works as it did before

After this happens a restart is required to have tablet input again.
I was able to reproduce this on Neon testing and on Arch.
I could not seem to reproduce this on Fedora.
