Tablet cursor not updating correctly
SUMMARY
When using a digital drawing tablet, the cursor does not always update. For
example not showing resize cursors, not showing the I for typing fields, not
returning to the normal cursor after showing a resize cursor, etc.
STEPS TO REPRODUCE
1. Have a digital drawing tablet connected
2. Open Dolphin
3. Hover over the folders and sidebar divider
OBSERVED RESULT
The tablet cursor does not update
EXPECTED RESULT
The tablet cursor updates to show the expected state

Operating System: KDE neon Testing Edition

ADDITIONAL INFORMATION
The cursor updates as expected in Firefox as demonstrated in the video, but
appears to have this issue in Dolphin and the desktop.
I have occasionally also seen the default "cross-hair" cursor appear. I could
not determine what made it appear, but I saw it on more than one occasion
during this testing.
Sometimes it worked as expected, but when switching windows and back, it would
be back to the broken state as above. I couldn't determine any triggers
