With plasma 6.6 running in Arch Linux the power management settings to turn off
the screen are set after a specific time period - the plasma login manager
remains on the same screen brightness after the timeout period, with no users
logged in, and remains on.

How can the settings for a plasma wayland seesion that are set for a logged in
user, also apply to the plasma login screen when no users are logged in? Is
there a system file read by the plasma login manager, after boot but before any
users log in, and also if a user has logged in but then logs out - so that the
screen can be turned off until some indefinite time later when another used
logs in?
