SUMMARY
When an external monitor is set as primary, the panel does not defloat when a
window touchs it. It does however defloat when the window on the other monitor
(initially primary, now secondary) moves to a  position that should have
touched the panel if it was shown on that monitor

STEPS TO REPRODUCE
1. Connect an external monitor
2. Set it as primary so the panel shows there
3. Move a window or maximize it so it touches the panel

OBSERVED RESULT
Panel does not defloat

EXPECTED RESULT
Panel defloats
