I'm still seeing this behavior on NeoChat 25.12.2, from the Flathub repository.
When scrolling up there's no issue, but if scrolled far enough (doesn't seem to
the same amount of scrolling each time) the application will encounter an issue
where it stutters while scrolling down. This stuttering prevents further scroll
progression, but eventually a "jump to latest message" button appears in the
bottom right corner while attempting to scroll down. Clicking this will move
the scroll position beyond the hiccup point.

An aside:
Oddly, this button does not disappear after clicking it and the scroll position
is at the bottom. The button then covers up any of the read receipts. The
button does not disappear when scrolling up a bit and then back to the bottom.
Navigating to a different room makes the button disappear, and it remains in
this state when navigating back.
