SUMMARY: 

Dolphin retains stale localized XDG paths after language change, manual folder
deletion, and xdg-user-dirs-update; repeatedly prompts to recreate non-existent
Spanish folders.

Detailed Description

Steps to Reproduce:

   1. Install Fedora/KDE with the system language set to Spanish (this creates
~/Escritorio, ~/Documentos, etc.).

   2. Change the system language/locale to English in System Settings.

   3. Manually delete the Spanish-named folders (e.g., ~/Escritorio).

   4. Run xdg-user-dirs-update --set DESKTOP "$HOME/Desktop" or manually edit
~/.config/user-dirs.dirs to point to the new English path.

   5. Open Dolphin.

Observed Result:
Dolphin ignores the updated XDG configuration and triggers a warning pop-up
stating: "Folder /home/user/Escritorio does not exist." It then prompts the
user to either create the folder or cancel. Even after canceling, the warning
reappears on the next launch or when interacting with the "Places" sidebar. The
configuration in ~/.local/share/user-places.xbel appears to remain tethered to
the old localized path.

Expected Result:
Dolphin should respect the updated paths in user-dirs.dirs. If a localized
folder in the "Places" sidebar is missing, it should either auto-update to the
new XDG path or provide a clear option to "Update to new location" rather than
simply offering to recreate the old Spanish directory.
