SUMMARY
Lock screen clock in hot-plugged display uses incorrect timezone

STEPS TO REPRODUCE
1. Use a non-zero offset timezone
2. Lock the screen
3. Plug a new display

OBSERVED RESULT
Clock in the newly plugged display is in UTC.

EXPECTED RESULT
Clock in the newly plugged display is in local timezone, identical to the
existing display.
